First 5 Kern carefully and competently exercise fiscal oversight in distributing and monitoring the tax dollars entrusted to it. The First 5 Kern Commission reports to the state and community through various means.
In accordance with state requirements, the Commission generates a comprehensive annual report on overall program effectiveness and expenditures to the State Commission, as well as the community. An independent evaluator reviews expenditures and program effectiveness, and compiles data reported by our programs. These reports are listed below. Borrowing specific data points that have been identified by an independent evaluator, the Report to the Community combines information on our funding, our focus areas, and the people served to provide a snapshot of the impact of First 5 Kern on the children and families of Kern County.

2023 Community Survey report
First 5 Kern County is updating its strategic plan for the next three-year term, beginning 2025. To support the agency in this effort, Applied Survey Research (ASR) was contracted to provide key community data, including community indicators, key informant interviews, and community surveys.
