Annual Community and Evaluation Reporting

First 5 Kern carefully and competently exercise fiscal oversight in distributing and monitoring the tax dollars entrusted to it. The First 5 Kern Commission reports to the state and community through various means.

In accordance with state requirements, the Commission generates a comprehensive annual report on overall program effectiveness and expenditures to the State Commission, as well as the community. An independent evaluator reviews expenditures and program effectiveness, and compiles data reported by our programs. These reports are listed below. The supporting documentation is not included here; however, the full report to the state can be viewed at the First 5 Kern office, 2724 L Street, Bakersfield.

Reports to the Community

Our annual Report to the Community provides insight into our funded programs, stories, and details from their work during the fiscal year. Borrowing specific data points that have been identified by an independent evaluator, the Report to the Community combines information on our funding, our focus areas, and the people served to provide a snapshot of the impact of First 5 Kern on the children and families of Kern County.

Reports of an Independent Evaluator

The goal of this report is to review each of the programs receiving First 5 Kern funding and use “results-based accountability” to demonstrate the impact of those funds on early childhood programs, in relation to our Strategic Plan.
