OCERS.net is comprised primarily of two modules: Administrative Management and Participants. All First 5 Kern funded projects report data in the Administrative Management Module, and a select group of projects report data in both the Administrative Management Module and Participants Module (CDOM). Access and use of the Participants Module (CDOM) is determined by First 5 Kern and depends on the type of project and the project's ability to provide participant-level data.

Administrative Management Module – The Administrative Management Module manages program contracts, allocated funds, program types and assigned results. It allows First 5 Kern to set goals and evaluate program deliverables by assigning milestones that are critical to contract performance. The Administrative Management Module also houses the application's security model that defines each organization's access level within OCERS.net and the rules for sharing program-specific data between programs.

Participants Module (CDOM) - The Participants Module (CDOM) houses all individual participant demographic information that is shared among programs. Individual participant consent and service records are also managed in this module. The Participants Module (CDOM) manages outcome "snapshots" at participant level for indicators common to all programs.
